He was actually referring to the ICC and the absolute shambles that S.A. Cricket is in following the theft / fraud/ bribery of IPL money (among others) recently.

Curiously, there seems to be one organisation, or perhaps one sport, that seems to be pretty clean and that is golf. I suggest that this because, the players, to a very large extent, police themselves.
Bobby Jones famously remarked, ‘you might just as well praise me for not breaking into a bank.’ This after he had insisted on taking a penalty after his ball had inadvertently moved, in the rough.
The more laws and officials there are, the, the more opportunity there is for corruption. Its a bit like tax!
