You are holding the camera too close to the subject resulting in the foreground and background appearing out of focus, I’m sure that Val will be around a bit later to explain in more detail, in the meantime have you experimented with different lenses and camera speeds?

I expect it is leaf cutter insects, it looks like it. You need a systemic pour on such as Behr to kill them.
I know of no organic or domestic fix that will do the job.
I really need a better set of pictures of whole bush, leaves, etc, close up to confirm the diagnosis.
Plus is this the soft tips only?
